the x61 is technically better but its also a 280mm rad and closed the 220x is a 240mm rad and is open to expansion a more fair comparrison would be swiftechs upcoming 240x which is a 280mm rad

Nah at this price a DIY kit would cost about 100$-150$ more to do.

NH-D15 for air cooling, Corsair 240mm H105 thick version of the H100i.  You can buy 360mm AIO water coolers, but you may be able to get a DIY alphacool water cooling kit for a little more money.

I have the h105 and it's great. AIO's are a bit loud but temps never exceed 40 degrees Celcius with a 4.4ghz oc on 4770k while gaming. I replaced the stock fans with 4x nf-f12's in push/pull.

240mm - Corsair H105 (thick version of a h100i), Swiftech H220X

280mm - NZXT Kraken X61, Cooler Master Nepton 280L

360mm - Thermaltake Water 3.0 Ultimate, Swiftech H320

There are a couple more but for the most part these are the 'best' AIO collers at different sizes. If you dont like any of these coolers Alphacool has DIY custom liquid cooling kits as well.
