Computer making stuff pixelated!

I built my first pc last week and ever since then I have had a problem. Everything is pixelated! It looks fine in the middle, but around the edges it is all messed up! This occurs in everything, BF4, youtube etc. Here are some screenshots:

I use the (nothing overclocked) R9 280 Direct CU II TOP

i5-4690

1tb segate barracuda

8gb ram

win 8.1 64 bit (however everything seems to run in 32)

at 1600x900p 59Hz

Please help I really want a crisp image for my first pc! I use the latest drivers from AMD also.

What? I said I have it has that fps. And I am aware that those photos might not look bad on your computer

what size is the monitor? 

1600x900 is still missing ~413,600 pixels compared to 1080... and either on a youtube video it's running at 720p doubling some pixels or cutting some pixels off at 1080p.

Computing enthusiast. 
I use to be able to input a cheat code now I've got to input a credit card - Total Biscuit

i think it is normal on YT vids...and you have a low res screen both add up play a game and see if it is better or worse ,if it is better im sure it is normal on YT

Quoting helps. You said it is running at 59Hz. On a 60Hz panel (which I assume it is because I've only seen ONE 59Hz panel) it will make this look blurry as hell.
