Black Screen Problem Please Help. New Video Card?

Hi guys having trouble with my pc, it seems as though every time I update windows 8.1 something goes wrong with my AMD drivers and I get stuck with a black screen both on normal start up and even safe mode. Last time this happened I was able to get to safe mode but not this time. Need help! Thanks!

Recover points always gives an error I have tried internal graphics still nothing. Been trying for 4 days straight and nothing.. debating on just buying an nvidia card but last resort also would thag fix it?

Have you tried it in another system just to see if its the card thats the problem?  If you have a second rig or a backup, I'd recommend trying this

It's not the card because I tried the motherboards integrated graphics and I'm still getting a black screen and flashing white cursor in safe mode. I actually took my whole graphics card out as well.
