CPU throttling issues

Hey guys I need your help

I have an AMD fx 8350 processor and a GIGABYTE GA-990FXA-UD3 AM3+ AMD 990FX motherboard. I tried to overclock my cpu to 4.4GHz which shouldn't be too bad but for some reason when I check the clock speeds, my cpu runs at 4.4 for a while then it starts to jump between 4.4 and 3.5GHz. I have an Corsair h100i cpu cooler so I don't think its because my cpu is getting too hot. I'd really appreciate any help I can get. Thanks!

Also this may be off topic but I'm thinking of getting am Intel 4790k processor and an ASUS MAXIMUS VII HERO ATX Motherboard but I am not sure if I should invest in that or get a Gtx 780, your suggestion would be greatly appreciated.

My current set up:

AMD FX8350

EVGA GTX 760

Corsair Vengeance 16gb (8x2) ram 1600Mhz

Corsair H100i

Gigabyte GA-990FX-UD3 motherboard

Disable APM, and enable HPC mode.

Which version of the UD3 do you have? What voltages are you using? Ram speed & timings?

it could be your thermal gunk, did you get a tube or pas it pre applied?

I have the rev 3 of the UD3. Voltages I just kept them at 1.3V as it is a minor overclock and I'm not exactly sure what you mean by ram timing.

The thermal paste was preapplied on the corasair 100i so I just had to install it
