Yes, but how well is a better question. It will fair a bit worse then a quad core. A good choice for a similar price would be the Athlon X4 750K

IIRC, I tried to stream GTA IV and it was choking, but GTA IV is badly optimized as is. If you have an NVIDIA GTX 6xx+ GPU, yes. If not, it depends.

Do not get a quad core, you need at least an octa core to be able to handle this task.

not exactly if you mean by amd octa cores. i5 and i7 quad core cpus are more than enough for streaming. But you can also use those if you want.

You should look at the FX-6300, a little more expensive, but totally worth it for streaming

Yes, OBS works with Quicksync.

It can technically, but I highly recommend against using it for streaming. Get an i3
