If anyone is having ping spikes jumps or whatever and know how to fix it tell me now

Here is the problem till this last ISP i've never had any issues what so ever with my internet and go i changed to a new one faster better lower ping it was all cool until this happened started playing Dota 1 (watcraft 3).

My ping was fine for the first 2-3 games and then started jumping from 20 to 1000 eaven to 30000 in some cases it went back to 30 but other times it stays at 120-300 never went under 100 and i got frustrated thinking it will change seams like not it kept going for 5 days i called my isp a technician came changed my internet dish made it face another direction.
 

Same shit happened first game was ok second it started jumping again this time from 60 to 500 so i shutted down skype spotify the ping never went below 100 here is a secreenshot from a test i did to an italian site because i live in italy.... http://postimg.org/image/q540wnc1d/ this is after he made the dish face the other direction.

Here are the things i tried:
1:Reinstall-Uninstall Drivers/Update/Rollback but it didn't work my brother was having the same problem we both are connected via ethernet i tried the wi-fi same stuff.

2:I tried resetting the router multiple times setting it back to default settings notthing worked.

3:The only Pc connected to the internet is my own until night time when my parents and my brother come home and they use theire pc but the ping still remains the same.

So sometimes i love my internet for the speed and upload and the ping avg at 20 but when it starts jumping it's so frustrating i want to just crush it beat it down until it can't blink  if anyone i say again ANYONE knows how to fix this stuff please comment it's really frustrating.

I used to have thie exact problem but i fixed it before i saw this thread, sorry i cant tell you now :(
