Wireless driver has an issue after rebooting?

After restarting my PC, my NVIDIA shield streaming lags a LOT!!! After uninstalling and reinstalling the intel driver, its fine until i reboot. Whats going on . 
I am overclocked (saw that that may be an issue online), and i didnt have this issue on windows 7 when not overclocked...

(now win8.1)

I'm not sure how cpu oc would affect your network card... unless you're touching bclk; in that case set the pcie lanes' frequencyto manual and force the default values.

 

That is assuming you have an expansion card.
