PC Audio Goes Wack Please Help!

I made a YouTube video about this and I have had this problem for over a year since day one and kind of just lived with it.I am tired of it now and need this fixed I'm so desperate.

YoutTube Description: This problem happens usually within the first 5 minutes of turning on my PC and the only way to fix it is to restart the PC. I don't even have to touch it and my computer will start doing this to all sound including games and music. I tried recording game play while this was going on and played it back after restarting and it was perfectly fine. I really need this fixed because I have about $2000 spent on this and the computer repair people don't even know what the problem is. Any help would be appreciated and most likely rewarded.
 
Also, this audio sounds like this through anything whether it be via headset or speakers.

Have you tried reinstalling your audio drivers?
