So only one I think, cause I don't need top of the line graphics, but will  it run most games pretty well across both?

 

Yes a single R9-290 is capable of running most games on three displays if you turn the settings down.

Here are some reviews showing that.

 

A single Vapor-X R9-290 was able to run BF4 on High Preset across three 1920xx1080 screens with:

* Note: single player map

- Minimum of 41 FPS

- Average of 51 FPS

- Maximum of 64 FPS

gaming on two monitors won't really work that well, your cross hair will always be right in between the two screens...  

Either get a third monitor, and extend your graphics card budget to around 400 to get a r9 290, or just game on one monitor. I've never heard of people playing games across two screens

It's not "NEEDED". It depends on what your personal preferences / expectations are.

If you don't mind lowering the graphics settings do to medium or high (versus Ultra), then a single R9-280X or R9-290 would do.

If you are someone who demands the best (Ultra settings, 4xMSAA, 16xAF, full shadows and lighting, etc) then you'll need more power. At that to point you will need something like two R9-290's (or even 3 of them).
