Dota framerate issues

So a buddy of mine for a long time now has had some issues with fps in dota 2. He has a pretty beefy system. Intel Core I-5 3570 and a R9 280x the rest is just as good. Yet he still has a lot of from skipping issues and we have tried reinstalling, checking the cache, and nothing. So im wondering if you guys could give any suggestions. Thanks in advance
