a club 3d card is going to be better than a 270x. there is better ram for cheaper, and put more into the power supple.

I don't really know my max budget for now but it won't go over 850-900 so for now I took something for 800$

You didn't mention any storage so to be safe I threw in a 1TB drive

Edit : MrLegendQC Took out the storage upgraded the PSU to a nicer one and put in an after-market cooler.

voila. j'ai parcontre changer ton case car la carte graphique etais un peut trops longue :/ sinon j'ai mi un processeur amd FX-9370 qui sera un bon apu mixé avec la r9 280x. :)

Laptop hdd are usually 5400 rpm. Not ideal for a desktop system drive. To squeeze in an ssd I had to change the color scheme. It would be nice to go with a better psu. But the budget will not take it.

It is indeed a performance issue. It is sort of like getting a Ferrari and putting a 55 MPH governor on it.
