Is this for real?

As you can see in this guys youtube video, he as BF4 set at its highest settings at 1080p with a amd 6 core phantom II 1045T and a GTX 760 4GB and is getting inbetween 60FPS and 80FPS, which I find very unrealistic as his CPU and GPU are low end and are performing as well as my high end PC holding a 4770K and GTX 780 3GB (I do have 2 GTX 780's but his performance is almost equal to me using only one GPU)

Doesn't seem unreasonable. It's called pricer-per-performance bro :)

Well first off hes on test range and usually 64 player multiplayer matches are more CPU intensive than the test range.

Could the game have been running in safe mode? I know that by passing the in game settings and dulls the graphics.

As far as I know, true 60 fps can't be seen on YouTube since the video format will always be locked at 30. He might not even be reach 60 fps at all. =)

A 760 is a mid range GPU

the cpu

Mantle only effects the hardware doing the graphics processing, in this case it would be the GTX 760.

Also I'm fairly sure that the phenom he has running in his rig doesn't even have integrated graphics.

Your argument is invalid.

My god.  He used an in-game fps counter.  It even shows you the fps throughout the whole video.

Most of the settings are at Ultra, he's got MSAA enabled, along with HBAO.

On the test range my overclocked 780 gets 100-130 FPS. Duing multiplayer it's more like 60-85 FPS

Life.exe is missing

At test range my 7950 stock can get 60-80 too. Something is wrong with your 780 or system.

I've never played on the test range and I know it is a lot less intensive then on a 64 man server which is where I'm coming from, theoretically there's nothing wrong with my PC, I get over 100fps at 1440p with my 4770k and 2 780's, it would be even better if nvidia actually had a decent SLI profile for BF4.
