what does the windforce "450W" slogan mean?

I've always assumed the 450W slogan for Ggiabyte's windforce style coolers to be the amount of HEAT power dissipated by the cooling array, and not the amount of power required by the Graphics card. After all, the reference 770 uses around 230W of power, so how could this card suck up so much more? Granted they are overclocked but that can only do so much in terms of power consumption. I've seen a few answers on new egg Q/A in which people have recommended a higher power supply based on the 450W rating. Does anyone else have any input that will hopefully clear the mist?

A graphics card that creates that much heat would be insane (though not unrealistic these days...)
