Can someone Make Me the Best Build Possible with a $600 Budget Not including Case...
It needs to be optimized for gaming and Multitasking.... Heavy Multitasking, and a little bit of video editing and rendering!

I already Have A graphics Card "Sapphire HD 7950 3gb Vapor-X With Boost ($160 @ Ebay Australia)"

And Lets not think of the case.... Or OS.

Ok, we are going to run into an issue with budget.  Because of the games you want to play you have to buy an Intel processor, this is non-negotiable.  Especially Emulator Games, you can forget about running them if you have an FX processor regardless of how high you overclock. It just won't happen because of their poor single core performance.

 

I tried doing a build on both AMD and Intel before knowing the games you plan to play, and both builds are going over budget, even the less expensive AMD option which has to be tossed out the window.

 

Here is my proposition:  You start off your build with a Pentium G3258 and overclock it.  This is going to perform very well in the games you mentioned, including emulators, but it will not perform well at all for video editing and rendering.  It can be done, but it is going to take a looong time.  Once you have enough money, it is as simple as buying an i5 or i7 and dropping it in.  The i5 is all you need for gaming, and it will perform very well in video editing and rendering.  The i7 is more for video editing and rendering as it will not perform better than the i5 in terms of gaming.  The motherboard I selected is a good one, if you ever wanted to, you could add a 2nd 7950 for Crossfire, the only thing you would have to do is buy a higher wattage PSU.

If you are willing to make that sacrifice it is up to you.

 

I personally cannot go back to the old way after experiencing an SSD.  This is 2014, almost 2015.  Nothing, and I mean nothing is going to give you that "new computer, money well spent" feeling like an SSD.  Your computer boots and shuts down so much quicker as well as being much more snappy and responsive.  It is also a lot more reliable too.  Plus, it sounds like you will be using some professional level programs that will benefit from being run off of an SSD. 

 

An SSD is likely something that you would end up adding at a later point anyways, which can be done, but it is a hassle and not always guaranteed to work when you have to close your OS and files from your HDD to new SSD.  Bite the bullet and start with an SSD in your system is my recommendation.

 

In the updated build with the i5, you are ~$150 over budget with the SSD.  If you did remove the SSD, you would only be $75 over budget, which is a lot easier to stomach so I can understand your hesitation into buying an SSD.  I just view it as a necessity in this day and age.

You could, but 60GB is really not cost effective. It will only bring the price down by $15.  $15 for double the capacity is hard to pass up.

 

I'll do a 3rd revision to cut some corners and bring the price down.

I went with a different motherboard, it has less features which may or may not really matter.  This also changes your build to a blue color instead of red.

I went with a different RAM, it is not as good as the original which will not make a difference in gaming, but for video editing and rendering it will.

I also went with a less expensive PSU.  If you are willing to go with a non-modular PSU, we could probably shave another $10-15 off the price.

 

One other thing that you can do:  Because PcP is so limited and not updated as frequently for non-American regions, you could look around for a retailer that is trying to unload old i5-4670ks.  Hopefully you can buy one of those for $20 less than the i5-4690k and enjoy the same performance for less.  Also see if these online stores have a better range of PSUs to offer, PcP has a limited selection.

No no no no no, stay far away from hybrid SSHDs.  They have terrible reliability and the amount of real SSD space on them is very small.  Its a bad product.
