Low temp and low noise Gaming + HTPC + workstation

Recently saw Linus's video on the Swifttech Apogee and Komodo products and also saw some benchmark tests on noise. 

 

IF money were no object, can a HTPC/workstattion (no OC) be able to run without problems below 40dbs with the follow specs:

 

i7 4771 with the ST apogee

z97/87 

all fans fitted with bequiet! fans 

2 or 3 way GTX 780 all fitted with the komodo

a fan controller that adjusts all fan settings to below 60% 

 

hooked up to a 50'' TV and  2 other 28'' 4k or 3k monitors?

Generally, when you see an overkill amount of rads in a build they're not there for temps, they're there for noise. When you have more rads you can run the fans at lower rpms thus making your entire rig quieter without a loss in performance. Basically (especially without overclocking) more rads = less noise. Not the only way to make it quieter either. Idk how well you follow linus, but if you get really creative and hang your rads outside of your house, you wont hear them at all.

other than having massive rads (where do u get them anyway, other than DIY), what other solutions are there?
