Windows 8 vs 8.1

Are there any significant differences between these 2 versions for gaming? I mostly play dota 2 on a laptop and want to gain the most performance possible. Which one is more of a resource hog?

8.1 is less shitty.

Under the hood, there's not much notable difference. It's the aesthetics that differs.

You'd also need to install Windows 8.1 Update 1 to continue support, as 8.1 without the update is no longer supported. Between the two, go with 8.1.
