Low GPU Utilization in Borderlands 2?

So my Borderlands 2 was running at a very low framerate on my 780ti so I checked and it was only at 60-65%. It is OC and have it set to prioritise temps and it isn't going above 75 degrees. Could my 4.4ghz 3570k be bottlenecking it? This is not occuring in any other game I have played.

 

Ninja Edit: Turns out PhysX was running off of my CPU..... yeah....

What's you CPU usage?

What do you consider low framerate? Works OK for me even with my vintage HD6950 (before I crossfired it even).

Try setting the priority to high in task manager

Check your framerate cap in the BL2 video settings.

Weird. My 3570k@4.2 get about 80FPS in heavy areas. Maybe you got something else eating CPU cycles? Could also be PhysX playing up. Maybe you should turn it to low if you got it on high.

that is weird. Your gpu isn't even kickin' in. If your cpu is at 100% and u get low fps it's dftly something else using your cpu in the background
