Hide Windows Task Bar

So I have dual monitors and I'm running windows 8.1. Whenever I have a youtube video playing on my main monitor and the click on my right monitor, the task bar pops back up and covers the youtube controls and looks bad. Is there anyway to make this not happen?

I use windows 7 and you can drag the windows bar to the other screen try that @samcat116 follow the topic

Right click your task bar and click lock all task bars then you can drag it around.
