You took some less than optimal decisions. Give me a moment to improve. What is the maximum budget (absolute max).

RIG: I7-4790k @ 4.5GHz | MSI Z97S SLI Plus | 12GB Geil Dragon RAM 1333MHz | Gigabyte G1 Gaming GTX 970 (1550MHz core/7800MHz memory) @ +18mV(Maxed out at 1650/7800 so far) | Corsair RM750 | Samsung 840 EVO 120GB, 1TB Seagate Barracuda | Fractal Design Arc Midi R2 (Closed) | Sound Blaster Z                                                                                                                        Getting: Noctua NH-D15 | Possible 250GB Samsung 850 Evo                                                                                        Need a console killer that actually shits on every console? Here you go (No MIR/Promo)

This is why you should not get an FX CPU for ANY scenario other than rendering on a budget http://linustechtips.com/main/topic/286142-fx-8350-r9-290-psu-requirements/?p=3892901 http://linustechtips.com/main/topic/266481-an-issue-with-people-bashing-the-fx-cpus/?p=3620861

Your son would be better with an Intel rig OP, it'll cost pretty much the same to get an i5 4690k rig. Also, an AIO liquid cooler is not the best choice imo, as there is the chance that sometime down the line it breaks, and leaks. It's not a very common result, but it's something to be wary of, as a similarly priced air cooler will provide similar performance, without that possibility.

How much does that rig you have cost OP?

Check this setup below - you can save £84 by removing the SSD and using the 1TB from the old PC mentioned in your original post. It'd bring the cost to £665.  But if you can afford the SSD, you can use the 1TB as additional storage.

CPU: Intel Core i5-4690K 3.5GHz Quad-Core Processor  (£164.00 @ Aria PC)
CPU Cooler: Noctua NH-D15 82.5 CFM CPU Cooler  (£72.14 @ Amazon UK)
Motherboard: ASRock Z97 Extreme3 ATX LGA1150 Motherboard  (£72.84 @ Amazon UK)
Storage: Samsung 840 EVO 250GB 2.5" Solid State Drive  (£83.99 @ Amazon UK)
Video Card: MSI Radeon R9 280 3GB TWIN FROZR Video Card  (£161.10 @ CCL Computers)
Case: NZXT Source 530 ATX Full Tower Case  (£65.98 @ CCL Computers)
Total: £748.98
Prices include shipping, taxes, and discounts when available

Shot through the heart and you're to blame, 30fps and i'll pirate your game - Bon Jovi

Take me down to the console city where the games are blurry and the frames are thirty - Guns N' Roses

Also water cooling is not required at all unless OC'ing and if you do not intend to OC then a Xeon E3-1230 V3 will do an admirable job with better than I5 performance in games that have more than 4 threads and eliminates any bottlenecks with any single card setup.

At any rate this system will not need upgrading any time soon but you can drop the graphics card to an R9 280X (which is far superior to the HD 7850) and the processor can be dropped to I5-4690k. Got food now so can't monitor the thread anymore :C

Don't buy a water cooler, and instead buy an Intel processor, it is much better for gaming.  Start off with a Cooler Master Hyper 212 EVO as your CPU Cooler, it performs incredibly well for its low price, and having an i5 over an FX8 will benefit him tremendously in most games.

This build assumes no overclocking but still has hyperthreading for games that use more than 4 threads (in the future too) and does not require an aftermarket cooler at all.

Incredibly powerful from day one, overclock capable, and ready for a 2nd R9 280 whenever he feels the need to upgrade.
