Who offers the best hosting service?

So I am looking for a hosting service to host some of my test projects. I do not know which hosting service to choose though. I live in Europe, maybe that is of some value to choosing a hosting service.

What hosting services do you have good experiences with?

I have a VPS on A2Hosting.com for misc dev stuff. They have a decent pay what you use model which keeps prices down when I don't do much. Stay away from VPS.net!

As I do not really know what the different types of hosting have to offer, it would be really helpfull if someone could explain it to me.

I am just looking for a simple hosting service for some website projects of mine, I think shared is good enough, isn't it?

It really depends on what you are looking to do. Do you need root of the system? Are you installing any packages? If you are looking for a simple LAMP setup then shared may be the way to go, although you get far less control. Stay away from GoDaddy. Look at something like bluehost, hostgator, 1and1 or fatcow for shared hosting.

As I only need to host some files on it, I do not think I should get into the root of the system neither install packages. Or maybe I do need to... I do not know. Aren't all American hosting companies providing the NSA in some way access to their servers, because they are forced to, not because they want to. (I assume).

Are their good European alternatives, or does it not really matter?

Not sure about European alternatives, I only have experience with US based sites. Not sure about NSA... you will probably want to find a European based solution though since you will more than likely get better transfer speeds because of your location. I was just naming a few sites that I knew were reliable and cheap.

@Maximation: If you're just looking to host some files, there are plenty of services out there that allow you to do so (for free, sometimes). I don't see why you would need your own web server to do this.

If you're looking to actually create a website, then are you looking to actually create your site from scratch or use a template-based approach? Will you be needing a back end database or processing power?

There are literally hundreds of hosts out there that can offer you "unlimited everything" for just a few bucks a month, but I generally advise people to stay away from these host for various reasons.

Speaking of Webhosting, https://www.neostrada.nl/ is a really nice (and cheap) Dutch webhosting company which should serve you what you need:)

Digitalocean's great (I have an account with them) but if you're using them for static hosting and not experimenting they're rather expensive compared to what you get. http://lowendbox.com/ has a lot of great deals, you might have a few issues finding a European provider though.
