My 4790k isn't stable at 4.6ghz at 1.275v?

So with the help of a friend, I OCed my CPU to 4.6ghz at 1.275v, but it didn't get passed the stress test, is it because I crapped out in the silicon lottery? Also C states were enabled, as was eist and turbo mode. I got my RAM back up to 1600mhz, which is what I bought it at. Am I doing something wrong here? I'm not comfortable raising the voltage higher than 1.3. Should I not OC? 4.5ghz isn't really worth it in my opinon, also I was getting 34 degrees on idle when I was at 4.6ghz and when I stressed it, the PC just restarted.

Alright! Alright! Sorry guys forgot to mention I have a h100i! I didn't expect this much attention on this post! I'm new here and usually on PCPP, where getting more than 2 replies is amazing! Thanks for the replies! I'm not really comfortable going over 1.275v unless someone can disuade me.

First off, fucking drop it.

 

Second, bump the voltage up to 1.3v, monitor the temps, and see how far you can push it.

This is the Tech Talk with the Intel Engineer, with a question specifically from me on June 20th of this year:

"Why would we release a consumer grade chip with 6 cores when software is not taking advantage of it?"

 

He says that rhetorically.

 

"Dual core is the bottom of the stack....We are moving forward as the software calls for it, but until we see demand for 6/8/10/12 cores in the mainstream world, what advantage would Intel have at releasing these parts, that can't really be utilized, it is really a niche place for 8 threads to be utilized."

 

The most telling moment of the stream starts at minute 60, there is too much to list word for word so I will summarize:

 

Intel wants more thread utilization, they want to push us up the stack because technology is there.  They are frustrated that software hasn't caught up, but when you look on Steam, and you see what kind of systems people have, the vast majority is dual core.  So if I'm a game developer I am designing the game for dual core because that is where the money is.

 

Listen to the stream starting from minute 60, and you will understand that games are not being made for more than 4 threads.

My 4770k isn't stable at 4.5 at 1.4v. ( I don't run that voltage). So it is a possibility you lost the lottery.

Chips can be stable moving the voltage up just a little bit. So it's always up in the air.

Yea, but just pointing out it is a possibility. My chip is like this:

4.0 stock

4.1 stock

4.2 1.2v

4.3 1.37v

4.4 won't run at 1.4v

Big jump between 4.2 and 4.3.

The temps are also terrible at those voltages.

I never knew until I dumped a ton of money into watercooling. But it's luck I guess. My GPU isn't great either. But I haven't overclocked it seriously since I reverted to the stock bios. I've also been considering asking my parents for a 4790k for my birthday. Don't know if they would go for that. Also I want so much other stuff and I don't know if 800mhz is worth it.
