now why are you using a Z board with a lock CPU?

the 280X will be a nice GPU for that price

maybe he wanted the looks? :x it's a interesting choice though

The R8 280 would be the best value, and isn't like the 290x in the sense that it'll turn your PC into an oven. (I think the price bracket for most 280Xs are above $250) :(

Gonna assume you stay in the US

http://www.tomshardware.com/reviews/radeon-r9-280x-third-party-round-up,3655-5.html Here are noise comparison benchmarks for various coolers

If you want better performance for a slight noise increase, go for the Club3D R9280X

If you want quiet and cool operation, go for the Asus Direct CUII R9 280.

Don't get the 4 case fans and use that money to get a 4690k and maybe even a 1TB Seagate Barracuda. For the GPU, I'd get a 280X with a Asus, MSI or Sapphire cooler:

Case: Silverstone TJ07 CPU: i5 3570K Motherboard: Asus Z77 Sabertooth RAM: Dominator Platinum 8GB GPU: SLI GTX 970 G1 Storage256GB Samsung 840 Pro + 3TB WD Green PSU: Corsair RM850 Monitor: Asus PB278Q Cooling: Water cooling with acrylic tubes HeadphonesPhilips Fidelio X2 DAC: Schiit Modi Amp: Schiit Vali

Keep your CPU, you will notice more difference with a beefier GPU than with a 4690k. Yes, the 4570 is locked but you alredy have it and is pretty powerful, sometimes you only get 10% more of performance with OC and it games you will not notice it very easily.

In that price bracket get the R9 280, non-x, is pretty powerful. My vote goes for the DirectCU II
