I'd suggest getting a good pair of headphones and a modmic.

Proper headphones & clip on or desktop mic is the way to go for quality. If you must have a headset then check if you can find a good deal on Sennheiser PC350, PC360, G4ME Zero or G4ME One. If not then HyperX Cloud.

Without knowing his use scenarios, this can either be very good, or somewhat cumbersome.

IF, they have to be all-in one, find a deal on any of the Sennheiser PC line. Used ones should go for far less than the Sennheiser Homepage list price. The Cloud makes for a good, affordable all-in-one as well.

 

If there is no need for them to be all-in-one, a modmic or Zalman Clip-on + something like the 558, Amazon-priced AD-700X/AD-500X, or Beyer's (Whicever model fits the price range and depending on whether the OP prefers Open or Closed).
