easiest fix (lazy fix) create a new user account with Admin rights and see if that one works, if it does, go to users>old account> copy all folders like documents, movies etc. you want to keep over to the new user account.

i don't know how to fix your problems but as for re installing  the os if it came pre-loaded with windows 7 there should be a recovery partition which will bring it back to factory defaults which might fix your problem assuming this has just begun recently. to enter the partition and factory reset the computer you will most likely need to press a specific f key or combination of keys which probably isn't listed with the keys to enter the bios or other setting son boot up, you'll have to look this combination up based on your computers brand or you might be able to consult a users manual (or just try everything). alternatively assuming this has just started very recently you might be able to return the computer to an earlier date even as early this morning. but anyways what do i know, maybe someone else will have a solid fix that doesn't require you to go through all that

Yeah, a system recovery to an earlier state might fix it if it started happening recently. as for the recovery partition, it works if you have one, but a lot of prebuilds don't come with those partitions anymore.
