Why a 3570k and not a 4690k?

Because actual components are more important than mouse/keyboard.

4690k means a more expensive cpu and more expensive mobo for very little benefit. If he's gonna end up buying another keyboard/mouse why waste the money on cheap shit then buy another one later?

Just because a keyboard and mouse are cheap doesn't mean they're bad. Not referring to the ones ThyFeared picked, but a good keyboard and mouse can certainly be had for far $45~ USD.
