Raise your rear exhaust's RPM or lower your top exhaust's RPM.

Current my setup is 

Top - Exhaust runs at 1500rpm full load, 800 at idle.
Rear - Exhaust runs at stable 1000rpm

My problem is when the top exhaust runs at 1500rpm the rear exhaust cannot blow air out of the case because it is somewhat being sucked the top exhaust. Any idea how do i fix this?

Wait, are these both at the back? If they are put the exhaust fan on bottom at the front bottom to intake air.

Only the other one is at the back. The other one is on top.

There will be minimal bias for exhausting but if there's more space for the top exhaust to 'breathe' or vice versa it won't be as effective.
