soooo my little brother needs a new system and it needs to be as cheap as it can get ($700~ aud)

 

budget

as cheap as it gets around $700 aud my dad's looking at this from cpl

uses 

browsing and stuff (not gaming) possibly OCing thus the pentium but if i can't afford it ill drop it to a locked cpu and get rid of the evo

what he need

os, mouse and monitor. he doesn't need a psu (already have a cx 750 non modular) and keyboard

Can't OC on that H97 mobo, to be honest I would just get a decent APU. Mobo's are cheaper and you will have better graphics

Can't OC on that H97 mobo, to be honest I would just get a decent APU. Mobo's are cheaper and you will have better graphics

with some bios updates you can and i have heard that this motherboard supports it. as far as the apu even the older 2 cores cost more then the pentium

What's wrong with 1600? it's only a bottleneck in extremely heavy gaming and professional applications, and you didn't say that he was doing either.
