stock is fine for cooling, its just loud, a better aftermarket air cooler would be a better option for you in-case noise level is even slightly important :)

Buy a reasonably good air cooler. Watercooling isn't worth it for average user in my opinion. You can't beat the reliability of a chunk of metal.

You can get a silent aftermarked cooler for like 20-30USD which you should be able to afford if you buy a 300Dollar cpu imho ;).

Get something like a hyper 212 evo, a TX3 EVO or a scythe mugen 4 pcgh (little bit more expensive though).

No, there are definitely reasons where one might be just fine with the stock heatsink. This isn't one of them, but it's important to know that stock coolers do an adequate job for any non-intensive workload.

Air coolers are miles quieter than watercoolers.

AMD chips always run hotter and require more wattage. The simplest solution would be an AIO (all-in-one) liquid cooler which often has to have stock fan(s) replaced with something better/quieter. Once you try one chances are you will never want to go back to air cooling. Once it is on there correctly you can pretty much forget about worrying about anything like this ever again! Even if you are rendering and not overclocking you will have a quieter and cooler computer, always a good thing. I had the best luck with thicker 120mm/140mm rad or more surface area 240mm/280mm. Also use a good thermal paste such as Arctic Silver 5 or better.

the reason i'm asking because 4790k is 4.4 ghz , so even if i'm not overclocking it's hotter be design , so h105 is quiter than hyper 212 evo

Like I said you may want to replace the stock fans. I know the Enermax 240mm is getting good ratings. There are some that have quiet fans and others just need to be replaced. NZXT has a great 280mm that just came out. My personal favorite at this time is the new NZXT. Then there are many 120mm and 140mm that are good so it all depends on your budget. Do you absolutely need it? No but you will have a quieter and cooler computer and can throw anything at your CPU and not have to worry about it. The i7-4790K is a VERY capable processor. The air cooler you have is a good one. The way to find out is to render something and monitor temps. If it gets too heated or slow then upgrade to an all in one liquid cooler.

Not so much the noise you have to worry about. The temperatures from rendering will tell everything. My guess would be that the EVO might still be OK though. Try it out and if you start overheating then switch to liquid.

Pretty much this.

I built my friend a computer recently and he did not have the money for the CPU cooler I recommended so, he decided to use the stock for a while and it literally is louder than everything in my room and unbearable from my standpoint.

Its really not that bad.... I had it it mine for a little bit, and it wasn't unbearable....it was just noisy. Then again, I'm not anal about silence.

Technically they're not designed for silence, you'd need to pay more for that - Stock coolers do their job correctly, cooling an OC is not part of it's job.
