Not unless you would completely throw quality out the window, but for the same price you can get a NZXT Kraken X61

http://www.nzxt.com/product/detail/147-kraken-x61-liquid-cooler.html

or the corsair h110http://www.corsair.com/en/hydro-series-h110-280mm-extreme-performance-liquid-cpu-cooler

both are the best of the best Close loop cooling solution you can buy with that price

No 120 USD is not realistic. You can't do it in a proper way... most heatsinks for GPUs are around 100USD and CPU heatsinks go from 55-150 USD.

Save your money until you have at least 500 USD in order to do that in a recommended way. And save yourself a lot of hustle and nerves.

Custom water cooling is more applicable if you have a bigger budget. Besides that, why are you looking for a custom cooled loop? Just for style?

You need at least $500. Nepton 280L is the best AIO.
