bind toggle between 1 and 3 in cs:s/source?

is it possible to make a bind that toggles between 1 and 3 instead of 1 and 0? i wanna make a bind that toggle between net_graph 1 and net_graph 3

I was going to say if it is anything like cs then you can do toggle binds with alias in your config but since this thread is over i guess there is no point
