It's called the bullet time effect known for being used in the Matrix and is done with multiple circling cameras.

At the end of the Škoda Rapid SB ad the camera moves around while the subject stays perfectly still. How do you call this (and how do you achieve it).

I Don't know what the name of the effect is but in after effects you can do it by having your camera rotate the same way in the video and motion track it then add 3D Models of water and color correct it to fit it in.

The setups often consist of an array of GoPro Cameras.

This was one used in Ken Block's Gymkhana 4 video

Is it not just a 3D render thats been rotated.
