super bad input

alright guys this is the last place im hoping for help. im really really confused on what could be happening and have posted on many other forums with no one even attempting to help. i love linus and i come here and read things often just never made an account so. im basically begging at this point.

 

alright so i have a r9 270, 4gb ddr3, fx-6300 4.2ghz OC, 7,200rpm sata 3 3.0gps HDD, razer naga/poseidon keyboard, 1440x900 resolution.

i get super bad SUPER noticable input delay. regardless if v-sync is off or on in League of Legends only.

game is much smoother with v-sync on but even if its  fullscreen, windowed/borderless v-sync on or off i just get super bad input delay.

basically cant even play. i have fresh new drivers installed, using DVI (digital) connection, and other games do not have this input delay such as diablo 3.

im not sure exactly what i can do about this situation, i feel like either GPU or native monitor resolution could be the problem. i know 4gb ddr3 1600 single stick isnt that great but i doubt its causing this issue. and its mostly mouse over anything else, no other mouse to test but i doubt, highly doubt, its my naga - i've had this mouse for a long time and worked on league in the past w/o input delay.also my hard drive is 80gb (lol ikr) and it maxes to 100% alot of the time, but still in other games i dont have input delay whats so ever. 

any thoughts? my mobo isnt that great and i did OC from 3.5 to 4.2ghz on my 6300, could that possibly be it?

also i've tried triple buffering on/off and my ping is below 60 and no delay is noticeable on games with servers in CA except league.

oh also to add i am using windows 8.1 with windows update off (not a fan of windows update) and am using non beta drivers , i have done a full clean/re-install of them as well and underclocked/left stock/overclocked my GPU to no aval.

 

edit: my temps on my GPU never exceed 45 degrees, my CPU never exceeds 30 degrees (celcius on both) and my cpu load never goes above 40% and my gpu goes to about 45% when playing.

it is set to 500! but like i said no other games ive played have this problem.

i do have another monitor hooked up thats a TV and it has super bad input delay like my mouse is way behind my movement but only on that monitor, could that be affecting it somehow?

Sometimes games lag when it's at 1000Hz but not 500Hz so I doubt that's it but you never know so try 125Hz. It sounds like a bug with the game it self or the HDD is just too slow. Have you tried reinstalling the game?

just tried 125hz and it didnt help =/ and no i havent tried re installing that will be next! and yea my HDD reads/writes at like 100mb lol its pretty old. any setting withing amd catalyst i might be able to try?

100Mbps should be fine for LoL and stock CCC settings should be fine so it sounds like it's definitely the game.

yea i agree it should be but its constantly ( according to task manager) being 100% taken up speed wise ill be getting a SSD soon. and alright yea, ima try re installing and hopefully it works! thanks man i really appreciate it, i know its a weird scenario.

update: have completetly re installed the game and i now have 8gb 1600mhz dual channel ram and still noticeable delay. sigh...
