The NH-D14 AND NH-D15 are the best quiet performers you can get, the hyper 212 evo is great on a budget.
Need more information for a more detailed recommendation.

You gotta be more specific other then "Best coolers"?

 

Air cooler, water cooler, budget, case, silence optimized or no.

Performing air coolers you should also look Dark Rock 3 and Noctuas U14S, latter works great with high profile ram.

I run AM3+ 

Budget yes

Location my room? US

Case is an azza Hurricane full tower monster

And no I'm happy with sound I currently run my GPU fan at 60% so it stays at 70C max instead of 95

c.

The D15 is basically a D14 with cutouts that support most RAM (Up to 64mm), though it requires the primary push fan to be used in pull from the rear. The U12S is stated to be 100% compatible with all RAM.
