Windows 8.1 Pro 32/64 for $35 globally. 

This is a reliable website and usually sells games but this is the first time I have seen any sort of software. Also. this website also donates some of the money to charity and of coarse, if you more then generous, you can spend more to donate more.

I may purchase to get and upgrade from Windows 7.

Personally, I think it should cost that much all the time, everywhere.

That would be a wonderful price. $99 for Windows 8.1 x64 (not even Pro) is kinda stupid. Not everyone has $100 falling out their ass for an OS that isn't enthusiast-grade (in my opinion).

I purchased it and you get a key. Get an iso of windows 8.1 and install. I am currently installing now and the key works. It says that is a lifetime key but I don't know if it is lifetime to the first motherboard or completely lifetime.

is there a point to upgrade to 8.1 if you have 7? I have still not seen any benefit even though the 8.1 has been out for months now.

I'm not an expert but from what I know, the only thing gaming wise is it doesn't use as much memory as Windows 7.
