He doesn't want to overclock, so a downgrade to 212 Evo and if he does in the future the 212 is perfectly capable. A 4770k & 16GB Ram is not needed for just gaming, a 4670k and a 8GB is more then sufficent. With all the money save he could get a bigger SSD, 290x or 780/780ti or just save it. No need to spend more then you have to.

You can get really good performance without needing to spend that kind of money.  You could spend even less if you prefer a price to performance, high functionality type build that will perform the exact same as this $1200 build.

 

For gaming, all you need is an i5-4670k, pair that with the Hyper 212 EVO for some excellent overclocks if you decide to dabble.  Also a much better and quieter option over stock cooler without costing you much.

If you live near a Microcenter, pick up your CPU and motherboard in-store for mega bundle-riffic savings.

GPU is the most important aspect of your computer, nothing will impact your performance more than the GPU.  The GTX780 or R9 290 are going to be your best options.  The R9 is particularly appealing because it comes with 3 free games right

now when purchased through Newegg.  The next step up is the GTX 780 Ti, and R9 290X.  These are typically considered bad value because they are ~$200 more expensive for 10%-15% more performance.

Well, first off it doesn't matter if that he has a budget, why would you spend mone you don't have to? There are down sides to EVERYTHING, and that includes overclocking, if he doesn't want to or doesn't feel comfortable overclocking he doesn't have to. While the 780 does run equally to the 290 however the 780 offers features and advantages over the 290: better cooling, EVGA, Shadowplay and over technologies. The upgrade to 780ti/290x will be beneficial in games like star citizen, unlike CPUs which have a long time till games benfit from the extra cores. You don't like ugly heatsink and loud fans, yet you recommend a 290.lol.

1. How in hell is EVGA an advantage? They make good coolers and so does MSI. 

2. I have no problems running my overclocks 24/7.

3. The reference cooler may have been crappy but guess what? The MSI Twin Frozr isn't.

4. Star Citizen will be a CPU killer... It will be demanding on the GPU side but even more on the CPU side because you have a million ships flying around.

This is the current build I have. I want a red build(sorry for not including that).

That looks good, a few changes though:

You only need 8GB of RAM for gaming, even 8GB is more than enough unless you play a heavily modded Skyrim.  Start with 8GB, and if you need 16, then upgrade.

Be aware that you are paying a lot more for just aesthetics on your SSD.

Lastly, for your build only 550W of Gold+ or 600W of Bronze+ is needed. 750W is way overkill for a single GPU, unless if you plan to go SLI in the future?

The Rosewill that I selected is very high quality, priced reasonably and best of all, 7 year warranty.  You can definitely get away with spending less on a PSU, a $45 CX600M is very popular, I own one myself powering my i5 and 780, it is quiet and works very well.

Other than that, build looks good.

a NZXT H440 Red & Black will make a good addition to your red build and it's an amazing case.

+1 for the Black H440.

 

A 290 isn't bad if you can find a good Gaming card. It's red, after all. Asus also has a DCII R9 290 that you can choose the color scheme for with either gold or red stickers.
