You mean the whole thing or a fan?

A Be Quiet! Dark Rock Pro 3 would be a good option.

^This or Noctua D14.

My Current Build:

Intel i5 3570K @ 4.4GHz 1.11V, Cooler Master Hyper 212 EVO, Asrock Z77 Extreme4, Corsair Vengeance 8GB 1600MHz, Samsung 840 EVO 250GB, Asus GTX 760 DCII Overclocked, Corsair CX600M

Hyper212 is $68 at PBtech, cheapest on Pricespy is <$50. If you can get it on Amazon with reasonable shipping it's regularly $25-35US. Gives room for replacing the fan with your budget.

Do what Linus would do, buy the brownest, most ugly Noctua you can find on the whole interwebs.

so the 212 would be better then the noctua I linked if I changed the fans to some noctuas or corsair?

Don't get a 212, it's pretty crap compared to the high end coolers, if you can get the U14s or the U12p you linked, either way it'll be better than the 212 in every way.

CPU: i7 3770k@ 4.6Ghz@ 1.23v - GPU: Palit GTX 660ti - MOBO: Asrock Extreme 4 - RAM: Corsair vengeance 8GB 1600Mhz - PSU: OCZ 650watt - STORAGE: 128Gb corsair force GT SSD/ 1TB seagate barracuda 7200rpm

                                                                                         COOLING: NH-U14s/ 3x Noiseblocker blacksilent pros/ Silverstone Air Penetrator/ 2 corsair AF120s

The 212 isn't going to beat an NH-D14 however you cut it, but if a Dark Rock Pro 3 and NH-D14 are out of the budget then what else is there?
