chances for a heatsink to come DOA?

Like, an air cooler? The fans could possibly be, but the chances of the heat pipes failing are below a million to one

RAM: 2 x 8GB Corsair Vengeance Pro RBG 3200MHz - GPU: MSI RTX 3080 GAMING X TRIO

Technically a heatsink cannot come DOA as it has no moving parts but the fan attached to said heatsink has a very, very low chance of coming DOA. Go play the lottery.

Of course, it could have fell out of the truck during shipping and got hit by a truck at 80mph on interstate 95. :P

Since heatsink is basicly built from several pieces, having one of those gone unnoticed is really, really rare. Fan is more likely to be DOA but since those too are tested (at least the batch) its really unlikely.
