Cheap static pressure fans?

I was looking at high quality static pressure fans and I was astounded at the prices. ($20-$30 a fan) Can anyone recommend some quiet, cheap static pressure fans? Well just cheap since I can undervolt them anyways if they're too loud. I need a couple for an h100i

corsair sp120s in 2 packs go for like $15 a fan and are pretty high quality.

Corsair fans are far from quiet--especially sp120's.

Yeah, but that may be due to only 7 being in stock. I've seen them cheaper, and they will likely get cheaper at some point.

The Cougar Turbine fans are some pretty cheap static pressure fans imo (they usually come in a 4 pack).

They are not high quality, I don't understand why so many people think they are great.

Noiseblocker blacksilent PL-2's also look fantastic, cost around the same as the corsair fans but perform pretty much the same noctua's and gentle typhoons, they should be the ones people reccomend not the mediocre corsair fans.
