Yeah the Rm 650 is fully modular and almost silent on small loads. I haven't yet heard my  PSU fan come on or off yet because my chassis fans are the loudest.

Another alternative but kinda expensive is the  XFX XTR 650. Same functionality but better caps and the option to have the fan running always or hybrid like the RM 650.

I would recommend the XFX XTR 650w for $109.99: http://www.amazon.com/Corsair-Series-80PLUS-Gold-Certified-Supply/dp/B00EB7UIRS

It's a Seasonic G unit internally with full modularity, a higher quality FDB fan, and a switch for active cooling and semi-passive cooling. That switch is ideal for a semi-passive unit as it allow you to ensure that the fan is at least working.

The link links to the RM650 :D I assume its this one: http://www.amazon.com/XFX-Modular-Energy-Certified-P1-650B-BEFX/dp/B00I5HF0KU

From reading from other forums it seems to be a Seasonic G series unit which is a pretty nice choice for a modular power supply.
