mITX - intake vs exhaust and airflow vs static pressure

This is mostly a hypothetical question, but if I ever built in a case like the EVGA Hadron Air that only has 2 top fans (exhaust by default), would I be better off leaving them as they are or using them as intake? I'm wondering cause I'd rather bring in cool air into the case and it's easier to put two fan filters than to cover in mesh every other hole in the case, but I'm unsure if this is counterproductive for a GPU that would usually be getting air from the bottom of the case.

The other question is in this scenario should I be focusing on the fan's static pressure or airflow?

some guy on LTT posted a hadron air case mod where he moved around the power supply and fans and all that for better airflow

I've seen it but I think it means removing the drive cage. Still, might be an interesting option if I decide to get creative. Thanks!
