Does anybody know of any programs that can monitor my system with but they stay on the desktop like a gadget?

It wont stay open like a gadget, but when minimized CPU-Z will give you the current speed of your CPU

I budget build well. Want to learn? PM me if you want advice.

you need rainmeter. Its the best desktop widget program i have seen

Do those gadgets work for windows 8.1 pro or does it only work for windows 7?

Its just one .exe file you need to run. No install needed. http://openhardwaremonitor.org/ comes as .zip. Then just from View Show gadget and with right click select values you want to see. For me its system&cpu fans, cpu temp&load, ram usage, GPU temp, fan speed and core&ram load.

You should check out Rainmete skins there are gorgeous ones and it's not terribly hard to use if you know basics about computers.
