What is a blower fan on a GPU? Are there other fan versions?

Basically sucks air in through the part you see, and then blows it out the back. And no.

No that is not a blower style cooler. A blower fan takes in fresh air and exhausts it out the back of the card (Where the video outputs are) Blower style coolers are commonly found on reference design cards such as these:
