The best I've found are Akasa Vipers. Specs for the 14cm Viper:

 

4.25 CFM per dB(A) at 3.12 mm H2O

 

...but they are bright yellow   :unsure:

 

...and not completely inaudible at their lowest speed.

I can absolutely recommend the Akasa Apache Black. It is almost completely silent, even on a radiator or heatsink at 100%.
