how to turn a short clip into a gif?

could try gifcam. A piece of software that allows you to capture a given area of your screen and records that into a .gif format. A little play around and customisation, you could get the result you want  :lol:

You can use photoshop. Take screencaps of the frames you want to use and layer them all into a single image. If it is too big to make a gif you can just downscale the pictures.

You can use gyazo's gif feature if you want a fast and dirty way of doing it.

You can use photoshop which i think is the best way as you have full control over the quality ect. There is a program which you can use to dump the frames from a video clip but i cant remember what it is called.

You can use any video editing software you want and export the video as a png/jpg/bmp(whatever format) sequence.Then import those in Photoshop,and I'm sure you can find a tutorial on how to make a gif in there.
