video capture/ tv tuner card

Since I have no idea what section under hardware this would go under I am going to just put int here. I want to put  a device into my new computer I am building  or something I can hook up via usb to it, that will allow me to attach a vcr too it so i can transfer some of my degrading vhs tapes onto dvds. I was thinking about getting an internal pci card that had a built in tv tuner that could also capture video from the vcr. I was wondering if anyone on here has had experience in any thing like this and had an suggestions. I am also looking for software suggestions. Thanks in advance. The video capture cards is something i am completely new too, so again thanks for the help.

Never had luck with that i wanted to transfer my tapes but i would always get massive buzzing/humming

I've had good results using the StarTech USB S-video capture dongle: http://www.amazon.com/StarTech-SVID2USB2-S-Video-Composite-Capture/dp/B000O5RIWO

 

I've transferred 1970's home movies from a Hi-8 camcorder and from a VCR. Make sure you read the comments by A. Kozial on Amazon, as it tells you where to get the updated drivers and software.
