Hyperboreas are very good fans. I know @Lord Pantaloons would vouch for them. And they're under your budget, with a 10% off code bumping them under $10/fan.

Title, looks don't really matter that much. I want something quiet and I want it to move as much air as possible while being quiet. I would like 4 so a 4pack would help drive the price down. Don't know anything about what fans are good so any help would be great.

Noctua. Just do it.

They don't sell $15 fans. My aim is to spend about 50-60 on 4 fans.

Don't know where to buy those. 

Comon you live in America , if you can't find something i'm baffled . I live in Romania and have to look on a dozen websites  from other countries to find an effin mechanical keyboard.

Okay so I stretched the truth. But I am not buying them at that price when I know they are cheaper in other countries. At that price I could buy noctuas.

 

Those fractal design fans are more what im talking about. lol

I can also tell you that the Fractal fans are extremely quiet, even at 12V. Quite nice, actually.
