Do I need a better cooler?

The stock cooler is plenty for what it's designed to do--cooling the cpu at stock settings. 

Should I buy a heatpipe cooler (Cooler Master Hyper TX3) for the Intel i3-4150 (54w) or it'd work fine under heavy loads with the stock cooler? Considering that I use my PC mostly for gaming and that the temperatures in my city during summer are on average 97°F.

As long as your temps don't get too close to 90C I think you're good. If you can spare a few bucks I'd get one of those Cooler Master coolers anyways though.

Are your temps going above 80c or so?

 

I'd highly suggest the hyper 212 evo.

Stock cooler is good, only it's louder than a TX3....if you go with an aftermarket cooler with a core i3 it would be mostly for quieter operation, not temps related.
