For $130 my choice would be this

Yes, but you're not going to enjoy an average of 30FPS.

What about on medium settings?

yeah, it's not like 60FPS+ Bro, or you could go with even More Power like GTX 760, and up your FPS to 40 instead of 60 because the CPU will hold it back thatn Upgrade to a more suitable CPU

What resolution?

 

At 1080p, medium settings and no AA should give you a nice playable experience (45+)

Oh then that's 1680x1050. You should be able to run high-ultra with 2x or 4x AA and still keep it nice.

If you really want to upgrade, then a 970 mobo with an fx-8320 is probably best bang for the buck that's not including overrated Pentium-K.

They weren't that big of a brand before but now they're on the rise. All 260X's will run around the same really but I haven't had a single problem with HIS. They run really quiet, really cool, and overclock really well. For overclocking the best program to use at this point is probably MSI Afterburner (card brand doesn't have to be MSI it will still work)

but I have an HIS R9 270 (exact same cooler and design just different GPU underneath) and I love it. Also have an HIS R9 280X and RHD 6870

30FPS is playable on a console. On PC, it doesn't look that good. Trust me, you won't be maxing out BF4 or C3 on a 260X at 1080p and have enjoyable gameplay. It takes at least a 270X/760 for that.

you can't say it's unplayable, it more of a personal standards thing, you wont like it, i did before i reached 60FPS with my hardware, OP might be happy with it too, compared to 20FPS, Trust me, it's very much enough

I'd spend a bit more and get the 500B http://www.newegg.com/Product/Product.aspx?Item=N82E16817438012&cm_re=evga_500-_-17-438-012-_-Product

 

Honestly if you're getting a new PSU then you can look for some second hand GPUs, some of which for $130 will whoop a 260X, it's just that they use more power. Sometimes you can find GTX 580s or (if your mobo supports crossfire) a set of cards like two 6850s.

well you can't do better with such hardware Dude, so you just Cope with till you can afford enjoyable, and again, it's up to the individual standards if it's enjoyable or not
